Improve initial-search fallback and Wikipedia follow-up routing

Skipper will now fall back to Wikipedia if nothing was found and will try his best to fill in the gaps.

Tools were added for Text To Speech benchmarking.

All config values are centralized for a more organized functionality.

All used models during a session are now warmed up from start for faster responses.
